SUBJECT: 2004 Speech and Essay Competitions

1. Once again it is time for cadets to exercise their artistic, verbal and
written creativity and compete at the NYWG conference for best essay and best
speaker.  The winner of the Wing competition in each event will advance to
compete at the NER Conference.

2. The speech competition will comprise of a prepared speech, five (5) minute
minimum to 10 minute maximum, and a two (2) minute impromptu speech.  The
subject or theme of the prepared speech will be "THE FUTURE OF CAP -
AIRBORNE HYPERSPECTRAL IMAGING or HSI SYSTEMS".

3. The essay competition will comprise of a two (2)-page (front and back of
one sheet of paper), double-spaced, typed essay with the topic of
"CAP’s COMMITMENT TO THE HOMELAND SECURITY ARENA OF TODAY AND TOMORROW".

4. Groups submitting an entry need only email me at msprissy@optonline.net,
the following statement: "As the Commander of ______ Group, New York Wing,
I am committing my group to participate in the New York Wing 2004 Cadet
Speech and/or Essay Competition".

5. Groups not interested in participating need only email me at
msprissy@optonline.net, the following statement: "As the Commander of
______ Group, New York Wing, I am formally notifying the Wing that my group
will not participate in the 2004 Cadet Speech and/or Essay Competition."
