MEMORANDUM FOR Grp CC Grp CP Cadet or Composite Sq CC Cadet or Composite Sq DCC FROM: NYWG/CPAN 817 Stewart Avenue (Rear) Garden City, NY 11530-4856 SUBJECT: Reminder of Cadet Program Management Regulations 1. CAPR 52-16, Chapter 2 covers the management of the cadet program, with regards to promotions, testing and cadet awards. This memo is intended to provide you with a reminder of what those regulations are, and what the restrictions are. 2. First, Squadron Commanders will provide opportunities for cadets to test for their achievements *at least* every 30 days (Ref: CAPR 52-16, Para. 2-3 j.) Ideally, a cadet would have the opportunity to take both a written test and the PT test once per month, in order to be able to complete all three tests in a two month period. 3. Cadet Physical Fitness Tests (CPFTs) *must* be administered and taken for *each* promotion, in full, IAW CAPR 52-18 (Ref: CAPR 52-18, Ch. 1, Para. 10). 4. Squadrons are not allowed to change the criteria for promotion or test passing grades. Chapter 2 (Program Management) of the CAPR 52-16 is not changeable by wing, groups or squadrons (Ref: CAPR 52-16, cover page, first sentence; and lack of specific note in Chapter 2). 5. Requirements like additional tests, or more than a 70% grade to pass a test are *prohibited*. Review boards (using reasonable and fair standards) for the Squadron Commander's or DCC's signature on the CAPF 59-1, 59-2 or 59-3, are authorized. 6. Aerospace tests for cadets in Phase III and IV (C/2Lt and above) must be OPEN BOOK, with passing grade of 70% (see http://www.capnhq.gov/nhq/cp/cpc/changes/ae3.htm for NHQ/CP directive stating this). Squadrons may not change this policy, since it falls under program administration (see paragraph 4 of this memo). 7.
